Arsenal has held conversations with various clubs this summer transfer window without agreeing to a substantial sell to increase their budget. Stuttgart is another club interested in Fabio Vieira from the Bundesliga.
However, the Gunners are bargaining from a poor position due to a lack of interest in their players and a need to immediately remove squad members. Albert Sambi Lokonga, Jakub Kiwior, Karl Hein, Oleksandr Zinchenko, Reiss Nelson, and Vieira were notable absentees from the matchday squad against Manchester United at Old Trafford.
Leandro Trossard was also left on the bench, with Noni Madueke expected to replace Gabriel Martinelli as a substitute. Vieira appears to be the most likely to sign, with The Athletic suggesting that talks are centered on a loan arrangement.
Any contract apparently contains a condition requiring Stuttgart to buy the midfielder if he reaches certain performance criteria. Both teams are thought to have negotiated a fee of approximately £17 million.

According to The Sun, Arsenal wants to recoup as much of the £30 million they spent Porto three years ago, but have already reduced their asking price to £25 million. Stuttgart is apparently only willing to consent to a deal for roughly £17 million, including add-ons.
If the north London club continues to seek a greater fee, their German colleagues are expected to look for alternative targets, since they need to replace Enzo Millot, who was transferred to Al-Ahli earlier this month. Arsenal’s chances of signing a seventh player this transfer window are dependent on sports director Andrea Berta’s ability to make deals.
